1. CALL TO ORDER: – 10:03 AM by President Grace Baltich

2. APPROVAL OF MINUTES:
a) EXECUTIVE BOARD-OCTOBER 10, 2013; 2013 COUNCIL 65 ANNUAL CONVENTION-OCTOBER 11-12, 2013 – Moved to approve by Mark Reger, seconded by Kathy Beckman. Motion carried to approve minutes as written.

3. DIRECTOR’S REPORT:
The 68th Annual LPN Conference will be held in Shakopee, MN, Tuesday April 29 – Thursday May 1, 2014
a) FINANCIAL REPORT:
1. 2013 YEAR END: The Executive Board Members all received the year end reports for review. The committee looked at the reports and reported that the union is doing well and had a very good year on interest.
2. 2014 BUDGET: The proposed budget was handed out to all Executive Board Members. Discussion was held, the committee recommended approval. Motion by Kathy Beckman, seconded by Todd Larson to approve the 2014 budget. Motion carried.
3. INSURED ACCOUNT CHANGE: The proposed change was handed out to all Executive Board Members. Discussion was held; the committee supports the proposed change and recommends approval. Motion by Kerry Sorenson, seconded by Trent Stewart to approve the insured account change.
Steve Giorgi showed a 2008 balance sheet. There has been a 110% increase in the last 5 years. All checks need two signatures, so a list of designated authorized personal to sign checks, (Bank Account Signers) has been established. Motion was made by Kathy Beckman, seconded by Mark Reger, to approve the list of Bank Account Signers as written. Motion Carried
4. GRANTS FOR 2014: Organizing in Council 65 is producing. Council 65 is requesting the same grant amount for 2014. There will be no Day on the Hill grant for 2014. The SD Council 59 grant continues to get passed through. With Lee and Laura in office the grants are very accountable.

b) LEADERSHIP SUMMIT: All directors in the country are getting together in Baltimore. The focus will be held on the 21st century. Power to win goals.

c) COUNCIL 59 UPDATE: Joe Guzynski is going to their Executive Board Meeting tomorrow.. Matt Miller is resigning, effective March 2, 2014, he is going to work for a Council in Washington State. There are about 600 members between North and South Dakota. Further information to follow on possible merger.

d) 2014 AFSCME INTERNATIONAL CONVENTION:
1. HOTEL: Palmer House Hotel; it is walking distant. July 13-18 2014. Sunday July 13, 2014 there is a huge reception. Information will be out soon. Rooms will be booked and paid for out of the $1200 stipend upon request.. You will need to book your own flights and will be refunded with the receipt of your flight. The remaining amount will not be paid in advance; receipts will need to be turned in.
2. CAUCUS: All Executive Board Members receive the stipend to attend. To be a delegate, your local must elect you. We usually caucus after the Executive Board meeting on Tuesday.
3. EXECUTIVE BOARD MEETING: Will meet Tuesday morning before the session around 7:00 or 8:00 am.
4. HOSPITALITY ROOM: Talked to Council President in Iowa, they will figure it out. Cost is about $3000, and will be held on Thursday night. Steve Preble suggested that we hold a hospitality room. A motion was made by Peggy Kinzler, seconded by Carrie Umpierre to have a hospitality room. Motion Carried.

e) THANK YOU TO RETIREES: Director Steve Preble wrote a thank you letter for the quilt hanging that the retirees presented AFSCME Council 65 for their 50th anniversary.

4. ASSOCIATE DIRECTIORS REPORT:
a) PEOPLE UPDATE: 2013; 137 total contributors; 96 are payroll deductions; 91 are MVP’s; 66% are MVP’s; 70% continuing; Council percentage-1.37% AFSCME Council 65 had a staff competition of who could get the most enrolled in PEOPLE, Joe Pershern won.

b) 2014 DAY- ON –THE-HILL - MARCH 11, 2014: The Crown Plaza will be in renovation, but their sister hotel the Double Tree Hilton can take us. Motion was make by Mark Reger, seconded by Kathy Beckman to stay at the Double Tree Hilton and have all meetings there. Motion carried

c) 2014 COUNCIL 65 CONVENTION - OCTOBER 2-4, 2014: The convention will be at the Rochester Kahler Grand Hotel, we have been given 2 different prices for single rooms and suites. This is political season so we need to secure the governor and etc. 2015 Convention will be in St. Cloud.
d) LULA PROGRAM: Labor Union Leadership Academy, very intense 4 day training for staff, will be done in April. Train leaders to have a bigger and better voice. We will need commitment of time from the staff. Serena and Shannon will start recruiting.

e) TRAINING SUMMARY: February 28, 2013 – advanced negotiations; March 21, 2013 – Carver County, Steward Training; April 23, 2013 – Mankato – Mayo Health System negotiations; May 15, 2013 – Marshall – Steward Training; August 22, 2013 – Wabasha County – Negotiations; October 10, 2013 – Grand Rapids – Treasurers Workshop; October 11, 2013 – Grand Rapids – Next Wave and Leadership; November 5, 2013 – Hibbing – Strike Training; December 11, 2013 - Owatonna - Negotiations, Dec. 18, 2013 – cancelled, rescheduled January 8, 2014 – Willmar – Officers Training. 1 event was cancelled in Detroit Lakes, lack of participants. 268 total people trained. 2014 Pending – February – Iron Range – Steward Training; April 7-10, LULA training for Staff to be trainers; February 4 – Staff training in St. Cloud.

f) AUTO/ELECTRONIC DEPOSITS: AFSCME 65 is going to this, information went out last week, 75 local responses back with routing, account numbers and etc.

5. INTERNATIONAL AREA DIRECTOR’S REPORT: Joe Guzynski, great to be at Council 65, people competent, organized. LULA is paid for by the International (lodging, food, etc.) it’s fun and educational. Great way for the staff to shine. LULA gets called different names by states (DULA, MULA, etc.). Joe recognized the Women’s Leadership Academy. March 7, 2014 is the deadline to get a letter in to apply to go, 24 are picked, meet in St. Louis in June. Teresa Kingsley talked about this. Great experience. President Saunders sent request for people June 1-6, International paid. Leadership Summit-Get Involved.

6. COUNCIL 65 RETIREE PRESIDENT’S REPORT: Cheryl Jones, PERA is organizing a mailing for mid March to April 1, 2014. Lost almost 100 members do to; passing away, going to nursing homes or don’t renew their memberships. 75% of the members are on dues deduction. The Al Church Scholarship fund has raised $3183 for 2013, this is a little less than last year. March 3, 2014 is the drawing. We took in quite a bit of dollars at the convention.

7. ORGANIZING DIRECTOR’S REPORT: Dean Tharp, Elections and Accretions – Becker County DAC – Won; 2 Petitions Filed, pending elections; 4 active Card Campaigns; 3 Active Accretion Campaigns; 1 Actively Probing Targets. There are 50 large AFSCME Councils; Council 65 is ranked 27th in size; 14th in new members organized; 11th in percent of new members organized; 7th in new members per organizer, 174 Council 65 new members.

8. POLITICAL/LEGISLATIVE COORDINATOR’TS REPORT:
a) 2014 ELECTION
1) ENDORSEMENTS – SCREENINGS: Director Steve Preble suggested endorsing Al Franken and Rebecca Otto and hold on the rest. Discussion was held, motion was made by Mark Reger, seconded by Peggy Kinzler to endorse Al Franken and hold on the rest until the March E-Board meeting. Motion carried. Al Franken is talking tomorrow morning, January 18, 2014 in Minneapolis, President Grace Baltich will attend. Discussion was held on screening candidates before Day-on-the-Hill and endorsing before the primary. It was decided to invite the candidates to Day-on-the-Hill.

b) 2014 LEGISLATIVE SESSION: Discussion was held whether to use the same process for Legislature endorsement vote. Motion was made by Kerry Sorenson, seconded by Kathy Beckman to use the same process. Sarah will prepare a document spreadsheet. Shannon Schroeder handed out a few flyers, Central Minnesota Labor Conference January 25, 2014 in Brainerd, MN. Donations will be accepted for the greater Minnesota Worker Center; Campaign Kickoff, Jim Read for Congress. Join Jim and Friends as they kickoff his 2014 Congressional Campaign, Sunday, January 26, 2014 at St. Cloud University; Get on the Bus, Raise the Wage Coalition Rally, Rotunda.

9) OLD BUSINESS:
a) CONVENTION RESOLUTION #7: Social Workers Resolution, we need information on the volunteer grandfathering in. Table until we see what happens with the Legislative session. Todd will be notified.

b) FULL AFFILIATION TO AFL-CIO LABOR COUNCILS: All E-Board members received a handout on this. A letter will be going out to the Presidents of all Locals.

c) COUNCIL 65 DIRECTORS COMPENSATION POLICY: CLOSED SESSION after a short discussion a motion was made by Mark Reger, seconded by Kathy Beckman to go into open session. Motion carried. A motion was made by Trent Stewart, seconded by Todd Larson to accept the Director’s, Associate Director’s and Organizing Director’s compensation policy. Motion carried

10) NEW BUSINESS:
a) COUNCIL 65 EMPLOYEE RETIREMENT: Jo Ricklefs is retiring. Will be hiring for her position.

b) 2014 COUNCIL 65 COMMITTEE APPOINTMENTS: President Grace Baltich handed this out. A motion was made by Kathy Beckman, seconded by Trent Stewart to approve the Executive Board Committees. Motion carried.

c) WITNESS FOR PEACE DONATION: Leanne Kunze is part of the Witness for Peace delegation to Oaxaca, Mexico in January and would greatly appreciate some level of sponsorship. Grace entertains a motion for a monitory level of support. Discussion was held and it was determined that the E-Board would like to hear from Leanne on her expenses, etc. She was nervous about going to Mexico. The MN Fair Trade Coalition is tabled till the next meeting.

d) Steve Giorgi discussed about moving towards using more e-mail. AFSCME Council 65 could easily save $10,000 in mailings per year. Move forward with using as much electronics as possible.

11) NEXT MEETING: March 10, 2014, 2:00 pm at the Double Tree St. Paul, MN

12) ADJOURNMENT: Motion by Kathy Beckman, seconded by Trent Stewart to adjourn at 3:14 pm. Motion Carried.
